Resolution of the APC Council in Support of Undocumented Students, Staff, and Faculty in the California State University
Whereas, the Academic Professionals of California (APC), as established in its Constitution, is committed to protecting intellectual freedom, advancing justice, and ensuring that no individual is denied rights or opportunities based on national origin, immigration status, or related factors;
Whereas, the APC Council recognizes that undocumented and mixed-status individuals—including DACA recipients, undocumented immigrants without legal status, and their family members—are integral members of the CSU community, contributing to its academic, cultural, and labor excellence;
Whereas, Article 21 of the APC-CSU Collective Bargaining Agreement prohibits discrimination based on national origin and explicitly affirms the CSU’s obligation to uphold the rights of all employees, including those whose immigration status may be precarious;
Whereas, the State of California, through legislation such as the California Values Act (SB 54) and expansion of professional licensure and healthcare access, affirms its commitment to protecting undocumented residents from federal immigration enforcement and institutional exclusion;
Whereas, APC’s Non-Discrimination Policy and Constitution mandate organizational practices that prevent exclusion and discrimination and promote full participation of all members regardless of immigration
Be it resolved, that:
- The APC Council affirms its unequivocal support for undocumented students, staff, and faculty across the California State University system, including those who are DACAmented, undocumented, asylum seekers, international students, TPS holders, or part of mixed-status families;
- The APC Council will advocate for the CSU to maintain and strengthen institutional protections for undocumented individuals, including safeguards for employment status, confidentiality of immigration status, and access to benefits, professional development, and legal support;
- The APC Council calls for permanent, equitable funding across CSU campuses for undocumented student support centers, staff-led advocacy programs, legal service referrals, and culturally informed mental health services;
- The APC Council commits to resisting any CSU or state action that could compromise the privacy, safety, or livelihood of undocumented and immigrant community members, including but not limited to cooperation with federal immigration enforcement;
- The APC Council will integrate immigration justice into its training programs, bargaining priorities, and organizing campaigns, and support chapters in developing local implementation strategies for this resolution;
- The APC Council shall transmit this resolution to the CSU Chancellor’s Office, all CSU campus presidents, the CSU Board of Trustees, and aligned labor and advocacy organizations within and beyond the higher education sector.
